Malik Baker

Malik Baker is the Elijah Cummings Legal Fellow at the Archive.  The Cummings Fellowship is a partnership between the Archive and the Howard University School of Law for a full-time legal position focusing on the Freedom of Information Act, the records laws, and open government litigation.  The Fellowship is named in memory of the late Congressman Elijah Cummings of Baltimore, who was a champion of the Freedom of Information Act and government accountability, and chaired the House Oversight and Government Reform Committee.  Mr. Baker is a 2020 graduate of Howard Law, where he won CALI Awards for academic achievement in counterterrorism law and intellectual property courses, and worked as a student attorney in Howard’s Intellectual Property and Trademark Clinic.  He is a 2017 graduate of the University of New Mexico, where he made the Dean’s List and majored in political science and philosophy with a minor in criminology.  He won the Fred Harris Congressional Internship Scholarship, and worked for Sen. Tom Udall (D-NM) in 2017 as a policy intern.  He has served as a law clerk at Legal Counsel for the Elderly and as a policy fellow at the American Public Human Services Association, among other positions.
