Description

Christian Herter, vice-chair of the U.S. Conference Delegation, transmits his official report of conference activity to Secretary of State William Rogers. Like Train’s memo to Nixon, Herter's account characterizes the conference as a “considerable success in terms of U.S. interests,” despite a clash with LDCs when “dealing with compensation.” Overall, Herter maintains that the “the delegation was exemplary in terms of supporting previously agreed U.S. positions on a great variety of issues.”
