Description

A State Department Concept Paper presented to the U.N. Response Strategies Working Group outlines various ideas on financial measures to combat climate change. Specifically, the papers “identify and discuss a range of possible measures that could be used to implement response strategies to limit or adapt to global climate change” to be proposed at the upcoming October 1989 Climate Conference in Geneva. Most noteworthy, the papers advocate for full participation by developing countries to implement financial measures, meet greenhouse gas emissions targets, and identify market incentives. This concept paper is a good, albeit broad, representation of U.S. international environmental policy at the time, which sought to put as much of the onus on developing countries as on developed countries.
