SECRET - Approved For Release 2 1 31 December 1958' DIRECTOR OF CENTRALINTELLIGENCE DIRECTIVE 3 534 PRODUCTION SCIENTIFIC AND TECHNICAL INTELLIGENCE Pursuant to the provisions of NSCID No 3 and for the purpose of strengthening the over-all governmental intelligence structure the following policies procedures and practices are hereby established for the production and coordination of scientific and technical intel- ligence - l Policies The following basic principles shall apply to the di echarge of res-- ponsibilities by the departments and agencies concerned a No complete separation of'areas of interest is desirable or possible b Full and free interchange among all departments-randagencies of information rhich has utility for intelligence relating to the national security is essential This includes intelligence information finished intelligence and information on internal and external-intelligence research programs This Directive supersedes DCID 3 4 of 14 August 1953 For and shall normally carryout the bulk of the research in those fields 1 Each department or agency may make such etu'dies' as it believes necessary to supplement intelligence obtainable from other departments and agencies in order to meet its own departmental require- ments but unnecessary duplication and overlap shallbe avoided 2 Production Responsibilitie a To ensure that the capabilities of the departments'and agencies are effectively utilized in the common interest for the production of scientific and technical intelligence the following division of intereste subject to refinement through a continuous program of coondinati'onand evaluation by the Director of Central Intelligence to promote an integration of effort and to avoid undesirable duplication shall serve as a general Intelligence Committee is hereby eetabliehedae a committee of the United States Intelligence Board'to coordinate scientific and technical intelligence activities of the Government as set forth below 4 Mission of the Scientific intelligence Committee The mission of the Scientific Intelligence Committee SIC shall be to foster develop and maintaina coordinated community'approach to- probleme in the field of seientific- and technical intelligence except for 1 atomic energy guided to prombte inter-LAgency liaison and Ito- give added impetus and conirnunity eupport to effort-e of individual Guided Missile and Astronautics Intelligence Committee Economic Intelligence Committee and other appropriate Board committees responsibility for the coordina- tion of areas of joint or overlapping concern Care shall be taken to avoid nndesirable duplication in activities and also to ensure that no important scientific technical or economic intelligence matter is neglected or escapee attention by falling between areas of established separate committee activities The chairman of each of these com mittees shall be responsible for ensuring liaison and coordination with the other committees
