mun mm conn mml is Date A i l UNITED STATES if ATOMIC ENERGY COMMISSION -7 I WASHINGTON 25 133 FM a JUN 11196 - 0 MEMORANDUM FOR Dr Ragnar Rollefson Direc Office of International Scient Depar ent of State SUBJECT COOPERATION IN DEVELOPMENT OF ffairs maven 5% EFFORTS At the conclusion of the meeting with Minister Hans Lenz and his delegation on June h 1963 at the AEC's Washington Offices the Minister said that he wanted to make some remarks in a very serious vein He said that the Germans Euratom and the French had dis- cussed the possibility of censtructing a plant to reprocess irra- diated plutonium fuel elements at the German Karlsruhe Research Center Under the proposal Euratom would contribute one-third of the capital cost of the plant He then implied that this proposal quite likely had resulted in reperts that Germany might be under- taking a cooperative program with France in the development of their gaseous diffusion plant at Pierrelatte In order that there would be no misunderstanding concerning Germany's attitudes toward the French efforts he wished to advise us that the 7 Chancellor of the Federal Republic of Germany and his Cabinet had ae2h we often repeated that it was their desire to abide by the Treaties of on 1955 under which the Federal Republic of Germany would refrain from n rs the development of an independent military nuclear force It was his so desire to assure the Commission that Germany would not initiate any r aummt action to develop the military applications of atomic energy It was 3 also his desire to inform us that Germany would not take any action Which would strengthen the French efforts in the development of a ii weapons capability and accordingly Germany had nothing to do with the Pierrelatte plant ese remarks were completely voluntary and unrelated to any subject discussed up to that time We resp0nded that his remarks were appre- ciated and would be conveyed to appropriate officials We also observed that reprocessing of irradiated fuel elements was a logical part of a program of civilian nuclear power uh anemic-man Sea 193 and 79 lb km a rotation a pam- vision of 3 4 gums-alum A uni BUNFIDENTIAL National Security Archive Suite 701 Gelman Library The George Washington University 2130 H Street NW Washington D C 20037 Phone 202 994‐7000 Fax 202 994‐7005 nsarchiv@gwu edu
