' March 2 3 1964 LIST OF THINGS WHICH HAVE TO BE DONE AS A RESULT OF THE JOINT CHIEFS OF STAFF MEETING WITH THE PRESIDENT ON March 4 1964 1 The President has to respond to Secretary McNamara 1 s letter of March 14th on Furtherance so that the record is complete Bundy Smith 2 The Secretary of Defense and the Secretary of State are obliged to send further papers for action on the Canadian nuclear paper so that the President can finally sign off on it and inform the Canadian Government by appropriate means -- either direct to Prime Minister or by a Government-to-Government letter Bundy 3 Mr Jenkins needs to give us a final decision in regard to bringing a Japanese aviator to Washington on June 9th SAGA Magazine and Air Force has action The Air Force is doing nothing until they hear fr om us Y 4 Each Chief of Staff owes the President a response to his quest that they appoint some women to important positions __ Ja J l 5 Each Chief of Staff owes the President a memorandum on avings in personnel and dollars Air Force response already in 6 The Joint Chiefs owe the President a paper on all the actions that can be taken in regard to Cuba General Goodpaster called and aid they have a difference of opinion on whether or not this should inlude a discussion of blockade quarantine etc The Joint Chiefst response will net discuss the possibility of a quarantine or a blockade If we want further response on that we can ask for it 7 The President dir eneral Taylor to check into the - --o ' I' IrGeneral Taylor feels he has taken news stories - military care of this by asking General Harkins to make a thorough investigat on and to take steps to see that his people do not become news sources - c 7 _ 7 ' i 8 In regard to the Presidential request that a poll be taken in South Vietnam to see if there have been any people signed on for neutralization as a policy and especially whether they had any information there about the attitude of Hanoi DECLASS IED E O 13526 3 5 NL' -Q -9D'a-$- -- J ULlk_ _ __ JA Ate I OP SECI' J 'f 'YOP lSe'SJ U 3'Y - 2 - The Joint Chiefs felt that they have done their share of this and that the State and Defens e Departments have by now given the Pres ident a reaction from various quarters i e the French viewpoint the South Vietnamese viewpoint and the viewpoint of other nations concerned If any more were to be done on this the Joint Chiefs feel that we should ask the State Department and the CIA to run us off a check on the neutralization policy 9 The Joint Chiefs were requested to review all of their cables letters etc from Lodge and Harkins from November 22 1963 and to assure the President that we have responded affirmatively to every request they have made Additionally the Secretary of State was supposed to be told to see that from a political viewpoint - - not a materiel viewpoint -- we have responded affirmatively to every request they have m3 de - - changing people all the AID m ney and equipment he has asked for economic aid etc 10 Secretary McNamara was to tell the President his VIew on the request for pay increases in South Vietnam and take appropriate action This includes both American personnel and pay increases for the Vietnam se General Goodpaster called with some other information In regard to the Furtherance paper and the Gold Book and the question we rais ed about the definition of Sino-Soviet the Joint Chiefs respond that the Sino-Soviet definition in all of these papers is the same as in SIOP-64 this book is in the black bag and can be obtained from WHCA Fundamentally it includes all of the Sino-Soviet nations and satellites and not Yugoslavia Co V CLIFTON ooPFOF SECRE' ' This document is from the holdings of The National Security Archive Suite 701 Gelman Library The George Washington University 2130 H Street NW Washington D C 20037 Phone 202 994-7000 Fax 202 994-7005 nsarchiv@gwu edu
