DEPUTY SECRETARY OF DEFENSE 1010 DEFENSE PENTAGON WASHINGTON DC 20301-1010 JAN 1 1 2812 MEMORANDUM FOR SEE DISTRIBUTION SUBJECT Disestablishment of the Assistant Secretary of Defense for Networks and Information Integration 11 and Related Matters Effective today the position of is hereby disestablished and the authorities responsibilities personnel and resources of the are transferred to the Department of Defense Chief Information Of cer DOD CIO except for the speci c transfer of resources identi ed below The DOD CIO will continue to exercise authority direction and control over the Director Defense Information Systems Agency In order to streamline and focus the DOD CIO I am directing that the DOD CIO shall be the Department s primary authority for the policy and oversight of information resources management to include matters related to information technology network defense and network operations The Commander U S Strategic Command will continue to direct operations to secure operate and defend DOD information networks in compliance with policy direction and in doing so through the Chairman of the Joint Chiefs of Staff will ensure that full coordination and support are provided to the DOD CIO Furthermore to ensure a more focused organization those acquisition speci c functions and resources related to command control communications non-intelligence space matters and Maj or Automated Information Systems will transfer from the DOD CIO to the Under Secretary of Defense for Acquisition Technology and Logistics However the DOD CIO will retain its statutory responsibilities relating to acquisition matters including pursuant to section 2222 f of title 10 United States Code being responsible and accountable for any defense business system for which the primary purpose is to support information technology infrastructure or information assurance activities These actions coupled with other ef ciencies will further our efforts to eliminate duplicative functions and refocus efforts to ensure that resources and activities are directed to the highest overall priorities of the Department particularly in today s scal environment of constrained budgets and reduced spending The Director of Administration and Management in coordination with other cognizant Of cials shall take the actions necessary to implement the disestablishment of and related actions Ga DISTRIBUTION SECRETARIES OF THE MILITARY DEPARTMENTS CHAIRMAN OF THE JOINT CHIEFS OF STAFF UNDER SECRETARIES OF DEFENSE DEPUTY CHIEF MANAGEMENT OFFICER COMMANDERS OF THE COMBATANT COMMANDS DIRECTOR COST ASSESSMENT AND PROGRAM EVALUATION DIRECTOR OPERATIONAL TEST AND EVALUATION GENERAL COUNSEL OF THE DEPARTMENT OF DEFENSE INSPECTOR GENERAL OF THE DEPARTMENT OF DEFENSE ASSISTANT SECRETARIES OF DEFENSE DOD CHIEF INFORMATION OFFICER ASSISTANTS TO THE SECRETARY OF DEFENSE DIRECTOR ADMINISTRATION AND MANAGEMENT DIRECTOR NET ASSESSMENT DIRECTORS OF THE DEFENSE AGENCIES DIRECTORS OF THE DOD FIELD ACTIVITIES
