a a 2 -3 - - Page 4 March 22 1977 D Also I think ·the mission should have decided how it will handle reports the press in Argentina and the u s and the kinds of recommendations that might be offered if asked I have attached the letter EMK sent to Pinochet at his specific request following our mission there It vaa a private letter However Pinochet used it to blast BMK for interferinq in t he private affairs of Chile We did not publish itr he did in parts along with his very sharp rejoinder The recommendations begin on page seven I would think that you might indicate this mission will be glad to provide the JUnta with its conclusions on a private basis if it so desires otherwise it is in large part to be used to permit the Sllate Department as the Argentine government has expressed to be sure that it has the truth regarding the condition of human rights in the country -- not out of any desire to interfere with Argentina's affairs but to carry out it· 1 responsibilit es under u S law and to better in£orm President Carter reqarding the real situation in Argentina rJf11Vf oO VI 11S-4 -
