THESE HIGHLANDS DUE TO THE OVERALL SECURITY SITUATION AND THE DIFFICULTY IN PERSUADING THEIR WORKERS TO ENTER THESE AREAS ACCORDING TO LOCAL PRESS REPORTS SEVERAL TRUCKS CONTRACTED BY THE PROJECT WERE
