medium wave broadcasto beamed at Cuba o from eight diffprqnt stations The main technique is to s ir o o rea l or fabricated letters telling o f acta o f sabotage and i resistance within Cuba and re fe rrin g to h is to ric a l examples Thus without exhorting the Cubans to action we a re giving them examples of what they can do and how to do it while 0 subtly encouraging them to participate A s other harassmcn sabotage program s progress we plan to replay m ore and m ore actual cases of happenings both of our own a ctivities and o f independent resistance elements Our propaganda efforts w
