Russia the United Kingdom and the United States agreed to update the package of incentives originally provided to Iran in June 2006 This package provides a framework for future negotiations between the and Iran on a long-term settlement regarding Iran's nuclear program as well as- the conditions for those negotiations to proceed The package includes an extensive set of incentives to be provided to Iran as part of that negotiated settlement These incentives range from assistance with nuclear technology to cooperation in agriculture communications and civil aviation The have also offered a Date 12 16 2016 dialogue This package was delivered to Iranian Foreign Minister Mottaki lead Iranian nuclear negotiator Jalili on 14 June 2008 by Javier Solana and the Political Directors minus the United States The package is part of a dual track strategy on Iran Iran now has an opportunity to resolve international concerns and restore con dence regarding the true nature of its nuclear program thus paving the way for progress in its relations with the international community 3 SBU OBJECTIVES -- To inform host governments of the delivery of the updated package on 14 June 2008 and to convey a copy of the package -- To underscore the following message lran's leaders claim to want nuclear power The can make this goal a reality if Iran accepts the cooperation offered That cooperation will open the way to a more productive economy and greater prosperity for all Iranians If Iran's leaders reject the package they will have chosen the path to further isolation -- To stress the generosity and wide-ranging nature of the incentives which builds upon the June 2006 package and to provide more information on them Cooperation in civil nuclear energy production including the construction of a state-of-the-art light water reactor and R amp D Guaranteed nuclear fuel supply obviating the need for Iran to continue with its expensive and threatening pursuit of the nuclear fuel cycle Economic engagement especially support for lran's participation in the World Trade Organization and increased direct investment in and trade with Iran Development of Iran's conventional energy infrastructure Assistance and engagement in civil aviation agriculture high-technology communications environment infrastructure and education projects and Dialogue across a wide range of political social humanitarian and security issues -- To emphasize that in order to begin negotiations on this package Iran need only to suspend its uranium enrichment-related and reprocessing activities as required by the UN Security Council -- To note that upon Iran's lAEA veri ed suspension of UNCLASSIFIED US Department of State Case No Doc No C06212157 Date 12 16 2016 6 2 1 2 1 5 US Department of State Case No Doc No CO6212157 Date 12 16 2016 these activities the will take the necessary steps within the UN Security Council to suspend the implementation of sanctions on Iran imposed in 1737 1747 and 1803 for the duration of Iran's suspension -- To note that the United States remains committed to a diplomatic solution and to the dual track strategy This strategy includes the offer of negotiations while increasing international pressure on Iran to comply with its obligations -- To stress that while we remain committed to a diplomatic solution the United States also remains committed to preventing a nuclear armed Iran Iran must cooperate fully with the IAEA in particular to make a full disclosure of any nuclear weapons-related work and to facilitate IAEA veri cation that it has ceased 4 SBU ACTION REQUEST Using the background and key objectives in paragraphs 2-3 posts are requested to convey a copy of the package to host government interlocutors at the highest level possible Posts should describe the updated package and underline the signi cant bene ts that it would provide to the Iranian people if accepted by Iran's leaders Posts should further stress that the package will ful ll the promise of civil nuclear energy If that is lran's goal Iran's failure to accept the package is a further indication of its nuclear weapons ambitions Posts should also underscore U S commitment to the agreed dual-track strategy of negotiations and pressure Posts should also remind host government interlocutors that the United States has made clear its willingness to engage with Iran directly should Iran comply with its obligations and agree to begin negotiations Posts should recall speci cally that the Secretary has indicated a willingness to meetwith her Iranian counterpart any time any where to discuss any issue upon Iranian full and verified suspension of uranium enrichment-related and reprocessing activities At the same time posts should also stress that the IAEA Director General's report of February 22 and May 26 make clear that Iran has not delivered on its pledge to cooperate with the IAEA 5 SBU ACTION REQUEST CONT If asked about Iran's proposals to the in early May 2008 posts should stress that while the see its updated package in particular its suspension requirement as providing the framework for negotiations with Iran and the would be willing to discuss lran's proposals in that context Iran still needs to rst create the conditions for negotiations to begin If asked about press stories regarding various freeze for freeze approaches in which Iran freezes its posts should note that the updated package provides clari cations and enhancements to what was conveyed to Iran in June 2006 Consequently throughout the updated package there are areas with additional information on the nature of the cooperation envisaged in the offer Posts can note further that in particular the elements relating to economic social and human development humanitarian and implementation monitoring are new 6 SBU ACTION REQUEST FOR USUN Acknowledging that USUN has likely already distributed copies of the updated package to E-10 UNSC members in its capacity as President of the UN Security Council USUN should draw upon the background and key objectives in paragraphs 2 3 to convey USG views 7 SBU ACTION REQUEST FOR The EU-3 will coordinate with Director General ElBaradei to deliver the updated package to the IAEA Board of Governors and other Member States Upon delivery UNVIE should coordinate with other missions to convey the key objectives in para 3 to all Member States 8 U BEGIN UPDATED PACKAGE FOR IRAN POSSIBLE AREAS OF COOPERATION WITH IRAN In order to seek a comprehensive long-term and proper solution of the Iranian nuclear issue consistent with relevant UN Security Council resolutions and building further upon the proposal presented to Iran in June 2006 which remains on the table the elements below are proposed as topics for negotiations between China France Germany Iran Russia the United Kingdom and the United States joined by the High Representative of the European Union as long as Iran veri ably suspends its enrichment-related and reprocessing activities pursuant to OP 15 and OP 19 a 1803 In the perspective of such negotiations we also expect Iran to heed the requirements of the UNSC and the For their part China France Germany Russia the United Kingdom the United States and the European Union High Representative state their readiness -- to recognize Iran's right to develop research production and use of nuclear energy for under the NPT -- Provision of technological and nancial assistance necessary for Iran's peaceful use of nuclear energy support for the resumption of technical cooperation projects in Iran by the IAEA -- Support for construction of LWR based on state-of- the-art technology Support for R amp D in nuclear energy as international con dence is gradually restored -- Provision of legally binding nuclear fuel supply guarantees -- Cooperation with regard to management of spent fuel and radioactive waste POLITICAL -- Improving the six countries' and the EU's relations with Iran and building up mutual trust -- Encouragement of direct contact and dialogue with Iran -- Support Iran in playing an important and constructive role in international affairs -- Promotion of dialogue and cooperation on non- proliferation regional security and stabilization issues -- Work with Iran and others in the region to encourage con dence-building measures and regional security -- Establishment of appropriate consultation and co- operation mechanisms -- Support for a conference on regional security issues -- Reaf rmation that a solution to the Iranian nuclear issue would contribute to nonproliferation
