developed with the assistance and input of numerous staff elements within ITF-ARES and Cyber Command Overall we ve decomposed the operational assessment into two primary frameworks the task accomplishment framework shown here for evaluating how well we execute the operation and the operational effectiveness framework shown on the next slide that assesses how well the operation achieves the intended effects On this slide the task accomplishment framework is broken down by phase from the CONOP with supporting measures of performance and indicators UHF-DUO At this time there is no relative priority implied by the ordering of the indicators We expect nearly all of the information required for this portion of the framework to be available from mission reporting U Sir if you have no questions on this slide we ll move to the second portion of the framework SH-REL Sir this slide shows the framework for evaluating the operational effectiveness of 065 a significantly more difficult task The foundation of the framework is the set of objectives and intended effects from the CONOP For each intended effect there are one or two measures of effectiveness or MOE with supporting indicators The ordering of the indicators under each MOE is based upon expected availability of the data and the strength of the indicator relative to the MOE SH-REL Steps ahead include continued identification of relevant and available data sources and continued refinement of the framework through further coordination with JTF-ARES Cyber Command and external entity staff elements U briefed the Operation GLOWING operational assessment framework which consists of the task accomplishment framework for evaluating how well we re executing the operation and the operational effectiveness framework that will assess how well the operation is achieving the intended effects This evening I ll focus on our assessment of task accomplishment thus far I will not be briefing the operational effectiveness portion of the framework because we are still awaiting data and intelligence reflections UHF-OUO The framework is broken down by phase from the CONOP with supporting measures of performance and indicators Actual numerical data for each indicator is shown in blue After each indicator description are the Coalition partners represented in the data The stop light circle next to each indicator assesses that particular measure The gray circles represent indicators that are not important for assessing task accomplishment but still contribute to the understanding of Coalition activities The full legend is shown on the bottom left of the slide lb 1 Overall we assess the task execution of 065 as green or successful All evaluated indicators are green except for which was assessed as amber The goal in the CONOP for that task was to be completed however overaIL the was still achieved- had no negative impact on the mission U Sir I ll give you a few moments to look at the
