CONCERNED ABOUT REPORTS THAT BORDER-CROSSERS RETURNING FROM CHINA HAD BEEN PUNISHED AND ASKED THAT THE DPRK CONSIDER ACCEDING TO THE 1951 PROTOCOL RELATING TO THE STATUS OF REFUGEES SHE RAISED THE
