Joint Statement of Intent between the Department of Homeland Security Science and Technology Directorate United States of America and the Ministry of Science ICT and Future Planning MSIP Republic of Korea The Science and Technology S T Directorate of the United States Department of Homeland Security and the Ministry of Science ICT and Future Planning of the Republic of Korea hereinafter referred to as the “Participants ” Having as a common objective the promotion and development of scientific and technical cooperation in cyber security Seeking to make the best use of their respective best practices eliminate unnecessary duplication of work and obtain the most efficient and cost effective results through cooperative partnerships Desiring to exchange information and available resources in areas pertinent to the identification of threats to cyber security and the development of technical standards Affirming a common interest in enhancing the collaborative efforts of their respective governmental organizations and agencies to counter threats reduce vulnerabilities strengthen resilience and Expressing their intention to further exploratory dialogue in areas of cooperative research development testing and evaluation to enhance cyber security Declare the following 1 The Participants intend to explore areas of mutual value and benefit which may lead to joint activities aimed at enhancing operational readiness to support cyber security and resilience 2 The Participants intend to advance a dialogue to establish the terms for the technical cooperation referred to in this Joint Statement of Intent 3 The Participants recognize the desirability of sharing and securing sensitive or proprietary information as appropriate to ensure continued cooperation and collaboration in cyber security matters and wherever possible coordinated responses to new or emerging threats 4 All of the activities envisaged by this Joint Statement of Intent are to be carried out in accordance with the laws of the respective Participants and are subject to the availability of appropriated funds necessary resources and personnel 5 This Joint Statement of Intent is not intended to be legally binding and therefore does not give rise to any rights or obligations under international and domestic law Signed in duplicate at Seoul on the 2nd day of May 2016 FOR THE SCIENCE AND TECHNOLOGY DIRECTORATE DEPARTMENT OF HOMELAND SECURITY OF THE UNITED STATES OF AMERICA FOR THE MINISTRY OF SCIENCE ICT AND FUTURE PLANNING OF THE REPUBLIC OF KOREA Reginald Brothers Under Secretary Jae-Yoo Choi 2nd Vice-Minister
