UNITED STATES NUCLEAR REGULATORY COMMISSION Yellow Announcement YA-13-0068 Date June 7 2013 TO All NRC Employees SUBJECT ESTABLISHMENT OF A CYBER SECURITY DIRECTORATE WITHIN THE OFFICE OF NUCLEAR SECURITY AND INCIDENT RESPONSE I am pleased to announce the establishment of a Cyber Security Directorate within the Office of Nuclear Security and Incident Response NSIR effective June 10 2013 NSIR has the lead organizational responsibility for the agency in developing and managing cyber security regulatory programs involving licensees across all business lines In order to more effectively and efficiently accomplish this NSIR mission a dedicated organization has been established within NSIR called the Cyber Security Directorate CSD The CSD’s primary mission is to develop a stable cyber security regulatory program for those licensees identified in SECY-12-0088 “The Nuclear Regulatory Commission Cyber Security Roadmap ” which in addition to operating reactors includes fuel cycle facilities research and test reactors independent spent fuel storage installations and materials licensees The mission also involves collaborating with the appropriate program offices on licensing rulemaking guidance development and inspection activities pertaining to the cyber security oversight function In executing its mission the CSD will interact with a variety of internal and external stakeholders including the regulated industry the White House other Federal agencies State governmental organizations the general public non-governmental organizations professional societies and international partners The CSD will remain in place until a stable and consistent cyber security regulatory program across all business lines is established It is currently envisioned that the CSD will be integrated back into the appropriate NSIR line organization by 2019 To facilitate staffing of the CSD at the leadership level several branch chief and deputy division director reassignments were made within NSIR as outlined in the revised organizational chart and functional statements RA James T Wiggins Director Office of Nuclear Security and Incident Response
