UNCLASSIFIED June 20 2016 Argentina Declassification Project Tasking Information and Schedule This paper provides additional detail and information needed for agencies to support this project It is intended to support the June 13 2016 Memorandum from Suzanne A George NSC Executive Secretary on this topic Scope It is intended that this project apply to all Intelligence Community agencies and components the Department of Defense and its components the Department of Justice the National Archives and the Presidential Libraries the Department of State and the U S Agency for International Development Agencies should conduct a detailed search of their documents and records series documenting those series and keywords searched Attached at Tab A is a list of search terms and supporting information intended to assist agencies in the identification and retrieval of documents for declassification review that shed light on human rights abuses terrorism and acts of political violence between January 1 1975 and December 31 1984 This list of search terms is not meant to be all-inclusive but is meant to serve as a guide to aid comprehensive searches Attached at Tab Bis a list prepared by the Department of State's Historian's Office It represents the various archival collections and series their historians used to compile the Latin America volumes for the Foreign Relations of the United States series Agencies are encouraged to use this aid if applicable and utilize additional search strategies tailored to their specific missions and rec9rd-keeping systems -- and thus likely to surface relevant materials in their individual collections Agency staff conducting searches should err on the side of inclusiveness and provide all documents pertaining to human rights abuses related to Argentina Additionally the Records Access and Information Security Interagency Policy Committee RAIS IPC has identified four other tasks to make this project as thorough as possible These other tasks are UNCLASSIFIED DocumentFooter UNCLASSIFIED • • • • 5 Search for identify and review for public access responsive records from the Ford Carter Reagan and George H W Bush Presidential Libraries Search for identify and review for public access responsive portions from the President's Daily Brief from the Ford Carter and Reagan administrations Re-review documents previously excised or exempted from the State Department's 2002 Argentina Declassification Project to determine if additional information can be publicly released and Prioritize the Argentina and Regional chapters of the Foreign Relations of the United States FRUS 1977-1981 South America volume for expedited publication Standards for Review and Release In reviewing documents the President has directed that agencies release as much information as possible Public disclosure is in the foreign policy interest of the United States Agencies are directed to release all relevant information except the following information that continues to meet the standards for national security classification under Executive order 13526 Classified National Security Information the Order information the release of which is prohibited by statute information the release of which would constitute a clearly unwarranted invasion of personal privacy sensitive law enforcement information or information which would cause serious and identifiable harm to the deliberative process This public access review should be conducted on a word-for-word basis and not based on a pass fail review Agencies should consult publicly available sources and conduct additional research as part of its public access review process Agencies should also consider as acts of discretion under Section 3 l d of the Order whether information that normally would be protected should be disclosed as disclosure is in the public interest Schedule and Interagency Coordination The overall goal is to complete all public access review by December 2017 Within this timeframe agencies should complete the following actions by the deadlines established below This UNCLASSIFIED UNCLASSIFIED 5 proposed schedule may be modified depending on the overall volume of records identified by agencies as potentially responsive As noted in the Tasking Memorandum to agencies the Office of the Director of National Intelligence ODNI will coordinate all public access review of third-agency referrals in accordance with section 3 of the Order The NSC and ODNI will co-host periodic interagency meetings to monitor progress and to resolve at Jennifer Hudson@dni gov The five tasks and associated deadlines are Task 1 Make U S Government Documents Available to the Public Agencies search their records and records series to identify potentially responsive documents by September 30 2016 Agencies provide detailed list of potentially responsive documents to the NSC as chair of the RAIS IPC and ODNI by September 30 2016 Agencies conduct public access review make determinations on their equity informa ion and provide documents and determinations to the ODNI by March 31 2017 Agencies receive equity referrals from the ODNI conduct public access review and make public access determinations on them and provide this information to the ODNI by August 31 2017 The ODNI completes all quality control processes compiles the public release versions of the documents onto a cp or other appropriate media and provides copies to agencies by November 30 2017 The Department of State provides the Government of Argentina with CDs of declassified documents by December 15 2017 Agencies make the declassified documents available on their website by December 30 2017 UNCLASSIFIED UNCLASSIFIED 5 Task 2 Make Presidential Libraries Documents Available to the Public The four Presidential Libraries Ford Carter Reagan and George H W Bush search for identify and provide copies of potentially responsive records to the NSC by July 31 2016 The NSC completes its declassification review and provides them to the ODNI The ODNI coordinates the referral review of these documents by providing them to equity-owning agencies Agencies complete their public access review and provide the ODNI with their dete inations by October 30 2016 The ODNI completes all quality control processes compiles the public release versions on a CD or other suitable media and provides copies to the Presidential Libraries and the Department of State The Presidential Libraries make the declassified documents available on their websites by December 30 2016 The Department of State provides the Government of Argentina with CDs of declassified documents by December 30 2016 Task 3 Make Responsive Portions of the PDB Available to the Public The CIA searches for identifies and conducts discretionary public access review including any referrals to other agencies on potentially responsive portions of the President's Daily Brief from the Ford Carter and Reagan administrations by July 31 2016 The CIA makes copies of the declassified documents available to the public on its website by September 30 2016 Task 4 Make Previously Withheld Documents Available to the Public The State Department compiles documents that were withheld from public access in 2002 It conducts a public access review for those withheld or exempted potions identifies withheld equity information belonging to other agencies and provides this information to the ODNI by June 30 2016 The ODNI coordinates the review of these documents by providing them to equity-owning agencies for their review Agencies complete their public access review and provide the ODNI with their determinations by September 30 2016 UNCLASSIFIED UNCLASSIFIED 5 The ODNI completes all quality control processes compiles the public release versions on a CD or other suitable media and provides copies to the State Department by November 30 2016 The Department of State provides the Government of Argentina with CDs of declassified documents by December 30 2016 The State Department make the declassified documents available on its website by December 30 2016 Task 5 Make the 1977-81 FROS South America Volume Available to the Public The Historian's Office at the State Department refers the manuscript of FRUS 1977-1981 South America to agencies for declassification review by June 30 2016 Agencies expedite the declassification review of two chapters Argentina and Regional Issues and complete their review by August 31 2016 The Historian's Office submits these two chapters for typesetting by September 30 2016 The Historian's Office publishes these two chapters as a compilation on its website by September 30 2017 Agencies complete the declassification review of the remaining nine chapters by October 31 2016 The Historian's Office submits the remaining nine chapters for typesetting by December 30 2016 The Historian's Office publishes the entire volume on its website by
