Federal Emergency Managem nt Agency Washington D C 20472 EXERCISE MIGHTY DERRINGER -· 11DEC86 1700 hours EST MEMORANDUM FOR National Security Council Attn Ron St Martin FROM Director FEHA SUBJECT Report on Montrev Iodianapolis Terrorist Situation No 3 At 0700 11DEC86 a nuclear detonation occurred in the City of Indianapolis with an estimated yield of one KT resulting in total devastation over a 20 square block area Robert D Orr Governor of Indiana requested that the President declare a major disaster for Indiana as a result of a nuclear device being detonated in Indianapolis Marion County The Vice President and the Director of FEMA are enroute to survey the damaged area A large supplemental appropriation request to help pay for clean-up and rehabilitation of the affected areas has been sent to Congress for action Teams have been deployed EPA and DOE to monitor and track contamination The FBI formally handed off lead Agency responsibility to FEMA to begin consequence management It was also agreed that in accordance with the FRERP DOK would have the lead responsibility for technical management of the onsite radiological monitoring and contamination control FEHA requested that DOE give FEMA formal notice when they hand the technical lead off to EPA at some future time mutually agreeable to DOE and EPA Funding problems were discussed and the FEMA representatives described the one initiative being taken by FEMA to provide funding -- namely a combined supplemental budget request to Congress through 0MB for all involved agencies i The House of Representatives passed the supplemental appropr tions b i l l of $645 million at 3 00 p m oh·ll DEC 86 The Senate will ote on the · · bill at 5 00p m Don Regan has informed FEMA Congressional Relations that the President will sign the measure at 6 00 p m 11 DEC 86 FEHA has assumed the lead role in Public Affairs activities Onecene - Indiana estimates that $229 million will be required in addition to resoures for clean up -- $58 million is available Damage - one mile square area - fires in the area are being allowed to burn out of control because contamination over the area would be extremely ha ardous or lethal to fire fighters - radiation precludes fire fighting Death Injury - 900 killed 800 injured and cared for by public health 200 injured cared for by State SUMMARY OF THE DEPARTMENTS AND AGENCIES ACTIVITIES Department of Defense DOD DOD has taken aerial photographs of the area which will be submitted later Department of Transportation DOT DOT requested FE HA to initiate action to request a DOT supplemental budget of $70 million to defray such cost as charter and other transportation costs long term decontamination of equipment and facilities reconstruction etc FAA has instituted emergency air traffic control around Indianapolis allowing only priority aircraft access and also providing briefings for incoming medical personnel City buses are being used for medical personnel Two coast guard helicopters are on scene to assess damage DOT Headquarters 1 haa contacted PAA to request voluntary commercial aircraft FAA ia coordinating a staging area for M'EDEVAC at irport Contaminated transportation - 200 plus J rail cars several thousand vehicles - identified and grounded in decontamination areas DOT ICC identifying transportation fleet to handle shipments of portable water to the Indianapolis area The Director of OET has been designated the DOT Crisis Coordinator 1· Housing and Urban Development HUD HUD is drafting legislation following Indianapolis detonation to facilitate housing reconstruction to include relocation expenses equity reimbursement to homeowners and payments to financial institution holding mortgage on destroyed or damaged priorities UNCLASSIFIED A KCm• I - rs to support basic sanitation and facility needs FDA HHS can provide regional milk specialists to support the State PHS DHHS is providing approximately 50 medical personnel 12 physicians 12 nurses 25 pharmacieta in 24 hours for basic emergency care Burn Centers hospitals are being identified for 800 burn visitation FDA DHHS 1s evaluating the status of the Eli Lilly Manufacturing facility experienced minimal etructural damage Environmental Protection Agency EPA 1 EPA has six radiological survey teams in the field monitoring the situation An additional 16 monitoring personnel have been called in to work A laboratory in Montgomery has been put on alert to receive first samples for analysia The Environmental Protection Ambient Monitoring System ERAMS network has been started on a national basis presently collecting daily air precipitation and milk samples for analysis at Montgomery EPA has provided a drinking water specialists to support the State EPA-DC is preparing criteria and recommendation for long tenn clean up of long half-life contamination National Communication Systems NCS It was reported at 10 00 a m 11 DEC 86 that damage to telecommunications facilities of the telephone industry is heavy in the city The major access tandem switch connecting Indy to the long distance network is destroyed There is no access to telephone numbers in area code 317 served by Indiana Sell Central offices locatd in the city proper Other damaged commercial facilities are central offices serving Carmel Greenfield and Plainfield Indiana The full extent of possible damage is still not known The major carriers are organi ing•and dispatching teams to further assess the situation and are applying management controls to unblock network traffic as rapidly as possible A total of 22 other nearby Indiana cities are experiencing severely hampered but still operating telephone communications '· I
