----- Si REI' ' J€4 - ate fj From _ _ - R om _e '------ ·• 690 -e11onoyi I have the honor to refer to Ar ticles 20 and 21 of the Communique issued by the North Atlantic Council on December 19• 1957 and to conversations which have taken place between the Supreme Allied C0111Dander Ellrope SACJ DR and the Govemment of Italy and between the Supreme Allied Comnander Europe and the Government of the United states· regarding the stockpiling ot atomic weapons in Italy It is the understanding of my Government that in the course of theee conversations agreement in principle was reached to the establishment in Italy of elements of a stockpile of atomic weapons to be provided by the United states to meet the requirements of forces assigned to NATO In order to implement this agreement in principle the follow1 ng arrangements my Government suggests 1 nte location of the stocks will be determined by SACFIJR in accordance with ·a pproved NATQ military plans and in agreement With the Italian and Uni ed States military authorities 2 Except as otherwise agreed the costs of conatruotian development and maintenance of the storage sites and associated facilities including those re1quired for the support of he United States special weapons custodial and support personnel shall be borne by the nation for the support of whose forces the storage sites are intended 'lbe costs o f provid1ng the land involved will be the reapansibility of the Italian Government To the extent that the North Atlantia Council agrees to the NATO infrastructure funding of NATO atomic stockpile construction costs including the cost of these installations the apportionment of costs will be subject to NATO infrastructure procedures Installations and facilities tor atomio weapons storage and maintenance will be built and maintained in accordance With NATO standards and criteria Installations and facilities for normal logistic support housing messing offices eta which not be apecified under NATO criteria will be built and maintained in a manner comparable to United states standard a and as mutually ed• t· -
