Department of Investigation State Security Forces StB Prague 11 January 1977 Ref no VS-ČVS – 3 120 – 77 DECISION Under section 160 subsection 1 of the criminal code I am commencing criminal proceedings in the case of the crime of harming the interests of the republic abroad under section 112 of the penal code which was committed by still unidentified Czechoslovak citizens in Prague and elsewhere from December 1976 to the present day by making it possible with the help of the foreign mass media to disseminate abroad untrue reports on conditions in the republic and thereby harming the interests of the republic REASONS Under ref no OS – 0011 02-77 by a decision of 6 January 1977 the acting investigator of the Department of the National Security Corps SNB of the City of Prague and the District of Central Bohemia has commenced under section 160 subsection 2 of the criminal code criminal proceedings in the case of suspicion of committing the crime of subversion of the republic under section 98 subsection 1 of the penal code because it has been determined that so far unidentified persons have in Prague and elsewhere out of hostility to the socialist state system of the republic prepared copied and disseminated a document called “The Charter 77 Declaration ” which grossly and tendentiously attacks the socialist social and state system of the republic In the course of the investigation it has been determined that the aforementioned document was published in the foreign mass media with the help of some Czechoslovak citizens who took part in the preparation copying and dissemination of “The Charter 77 Declaration ” This fact is documented by the current results of the investigation and the report of the foreign press agencies N B Objections to this decision must be made within three days of the delivery of this decision to the investigator of the State Security Forces StB Objections will not delay the prosecution in any way Lt -Col Jindřich Krištof Investigator State Security Forces Department of Investigation of the State Security Forces 5 AMV V 33766 ČVS 3 120-77 sv 1 f…
