No Objection To Declassification 2008 06 09 N LC-128-12-9-4-3 THE SECRETARY OF STATE 4 SECRET WASHINGTON June 3 1977 SECRET DOS REVIEWED 7 MAR 2007 DECLASSIFIED IN FULQ MEMORANDUM FOR THE PRESIDENT FROM Cyrus Vaocec c · 1 Meeting with Dobrynin I met this morning with Dobrynin He said that Gromyko wished to suggest that he and I meet first sometime between September land September 10 at a location in Europe and asked that I suggest a location I sent word back that the time would be satisfactory and suggested Vienna He and I will be meeting again later that month probably in New York I then told Dobrynin there were two matters that I wished to raise with him I told him that I was deeply concerned about the continuing personal attacks in the Soviet press on you I said I was especially concerned in light of the fact that you had raised this matter with Dobrynin six weeks ago and there had been no change for the better I suggested tbat he convey my concern and feelings to Moscow - A I then asked him whether he had any view on the desirability and feasibility of a meeting between you and General Secretary Brezhnev sometime in the fall even though no SALT agreement had been reached by October 3 He responded that he had no official response that he J could give me but said that he would give me his personal reaction He then said that he personally felt that this would be desirable because he believed that the two of you would get along well once you met face to face and this could serve to dispel the mutual suspicions that appear to exist I told him that I also felt it would be desirable and suggested that he might wish to raise the matter wtth Moscow I emphasized that we were not pushing for this but would be interested in knowing Moscow's reaction He said he understood that we were merely thinking out loud and would raise the question with Moscow He emphasized he did not know what the answer would be L '1 C IT' V e J 1· r joSI I f SECRET GDS Rs r s -r No Objection To Declassification 2008 06 09 N LC-128-12-9-4-3 -----· No Objection To Declassification 2008 06 09 SECRET NLC-128- 9i CRET - 2 - I then told him that I was concerned about the state of relations between our two countries and felt it was not in the interest of either nation or the world in general for this condition to exist He said he shared my concern and we talked at some length about the views in Moscow concerning our Administration and the Moscow thinking about various items It was useful for me to hear their views about our Administration and some of the key issues as seen from the Soviet perspective • f lA r J 7 _ ·1 J 7 'JI' f JI I th n raised with him the Shcharansky matter and urged that they not proceed with the trial I told him that this could only exacerbate relations with the United States and would surely create a bad view of the Soviet Union in the eyes of world opinion He told me the matter was now in the hands of the Court and must go forward l urged that they reconsider this decision ytl- t I t I then told him about my up-Coming dinner with the Chinese next week and the fact that I now had a date to go to China during the third week of August I old him I wanted him to bear this directly from me rather than _read about it in the paper I just received a telephone call from Dobrynin who said that he had just received word from Gromyko on the proposed Indian Ocean talks They suggest they be held in Moscow starting on June 21st and expects that they will run for about two weeks Their delegation will be headed by Ambassador-at-Large Mendelevich I know him He is extremely able His Deputy will be Admiral Amel'ko The other two members of the delegation will be a representative of the Defense Ministry and someone from the Foreign Office 2 Helicopters for Colombia We have been delaying the delivery of three helicopters previously promised to Colombia as part of our narcotics control program This action was occasioned by recent intelligence reports indicating that Colombian government officials are extensively involved in cocaine trafficking and that corruption is proving a serious obstacle in the narcotics interdiction effort in that country Peter Bourne and Mathea Falco my advisor on narcotics matters will visit Colombia in late June to discuss the corruption issue with the President In view of the circwnstances involved in this matter I believe that we should continue to withhold delivery of the helicopters pending the outcome of the Bourne Falco visit SECRET • a No Objection To Declassification 2008 06 09 N LC-128-12-9-4-3 -- -- _ -- - ·----
